In light of this, the recent crop of 400 MB web account offerings is almost laughable. Knowing full well there are nearly no web accounts that use 400 MB of on-line data, it's little more than a gambit made by host providers to sell prospects on the perceived value of a big number. The reasoning may be that it's easier to advertise with big numbers rather than offering features of substantial value. But, regretfully the last laugh may be on the customer who actually HAS a very large web site and tries to utilizes even a moderate percent of a 400 MB account. Why? Because they soon discover their bandwidth allocation was set far too low. When people actually started to access web data on such large sites, the owners experience huge charges rung up against them in excess traffic fees (aka data transfer). On the server side of this VIRTUAL world, a hosting firm can take a 400MB hosting/web space reseller account and proceed to sell 10GBs (25 times more) worth of web accounts. No matter how fat the "pipe" they're networked to (multi-T3s, OC-3, OC-23, DS3, etc.), no server is built to handle the number of simultaneous requests made to these oversold, overloaded servers, which sadly, may very well make up a good majority of the current web server landscape.
Every task on every web server is shared among all the web sites on that particular server. This is most often a single processor system. No matter how fast the clock cycle, every server system has limitations and efficiency curve drop-offs, particularly evident during peak hours.
This boils down to simple horse-sense in many ways. If you take a Lamborgini (super fast, super expensive car) and fill the trunk and every other compartment with cement, it will probably handle worse than a '68 Rambler on a hairpin curve.
